The recordFiled October 17, 2026Checked October 17, 2026
Sides disagreeFederal watchdog found HHS removed sponsor-screening safeguards in 2021; the records cited don't show thousands of children sent to sex traffickers.
Hilton told Becerra he "dismantled the vetting" for migrant children and sent "thousands" to "child sex and labor traffickers." HHS's own inspector general backs the first part. CapRadio reported that the investigation behind the attack "centered on labor exploitation, not rings of sex traffickers," and the inspector general reports we opened don't document children released to sex traffickers. That labor reporting partly supports his "labor traffickers" line.

FP verdict
Part of this checks out. Part doesn't.
Confidence score: 5/10 — The evidence is mixed: HHS's inspector general documents the removed safeguards and missing checks, but the sex-trafficking half is undocumented in the records we opened and the labor half is only partly supported.
Sourced from U.S. Department of Health and Human Services, Office of Inspector General, part of this checks out and a material part does not.
“You sent them because you dismantled the vetting that should have made sure that they were with a safe, protective family or sponsor. You sent thousands of young children directly into the clutches of child sex and labor traffickers.”
HHS's inspector general found that in 2021 the agency's refugee office "removed several safeguards" from sponsor screening to speed releases, and later found required safety checks missing in 16% of case files reviewed. That supports the vetting part. But the inspector general reports we opened don't document children released to sex traffickers. The part of the 2023 New York Times investigation we could read describes children in "dangerous jobs that violate child labor laws," which bears on the labor half of the line.

How the coverage differs
Based on the full articles
- Shared factsBoth report that Hilton attacked Becerra's record on unaccompanied migrant children at HHS and that Becerra defended it by pointing to the first Trump administration. CapRadio quotes “You dismantled the vetting that should have made sure that they were with a safe, protective family or sponsor”; The Center Square says Hilton accused Becerra “of dismantling vetting systems and sending children into vulnerable conditions.”
- Different emphasisCapRadio checks the attack against the record, citing the 2023 New York Times investigation and the February 2024 HHS inspector general report. The Center Square reports the exchange as debate news, with Hilton's 479,000 figure and Becerra's reply.
- Material differencesCapRadio tests the attack against the record: it traces it to the 2023 New York Times investigation and reports that “the reporting centered on labor exploitation, not rings of sex traffickers.” The Center Square softens the attack to “vulnerable conditions” and doesn't mention trafficking or test any part of it.

This verdict partly aligns with the primary source, HHS Office of Inspector General: Says 2021 guidance removed several sponsor-screening safeguards; doesn't document children released to sex traffickers.
Questions to ask
- The inspector general found that in 22 percent of cases ORR did not make timely follow-up calls after release. How many children released in 2021 and 2022 ended up in exploitative work or trafficking, and has anyone in government counted?
The evidence, briefly
Why half true
The record supports a weakened vetting process. It doesn't support the reading the wording invites: that thousands of children were handed straight to sex traffickers.

01
The claim
At the Sept. 30 CNN debate, Hilton told Becerra: "You sent them because you dismantled the vetting that should have made sure that they were with a safe, protective family or sponsor. You sent thousands of young children directly into the clutches of child sex and labor traffickers."
02
The vetting part: what the inspector general found
In September 2022, the HHS Office of Inspector General wrote that "ORR issued guidance to expedite children's release, and this guidance removed several safeguards from ORR's process for screening potential sponsors." It added that "the removal of these safeguards may have also increased children's risk of release to unsafe sponsors."
03
The follow-up report
In February 2024, reviewing children released from ORR care between March 1 and April 30, 2021 (the Senate confirmed Becerra on March 18, 2021, partway through that window), the inspector general found: "In 16 percent of children's case files, one or more required sponsor safety checks lacked any documentation indicating that the checks were conducted." It also found that "In 22 percent of cases, ORR did not conduct timely Safety and Well-Being Follow Up Calls".

04
The trafficking part
CapRadio traced the attack to a 2023 New York Times investigation that found children "working overnight in slaughterhouses, roofing homes and running machinery in factories." CapRadio said "the reporting centered on labor exploitation, not rings of sex traffickers." The opening of the Times investigation, the part outside its paywall, says migrant children are "ending up in dangerous jobs that violate child labor laws." Neither inspector general report we read documents children released to sex traffickers. The labor findings bear on the "labor traffickers" half of Hilton's line.

05
The left-leaning framing
CapRadio reported: "Hilton charged his opponent and longtime Democrat with dismantling safeguards for migrant children during his time as federal health secretary under the Biden administration."
06
The right-leaning framing
The Center Square reported that Hilton accused "the former HHS secretary of dismantling vetting systems and sending children into vulnerable conditions," and quoted him: "You were responsible for 479,000 unaccompanied migrant children and for their welfare in camps that you ran."
07
The buried fact
HHS's own watchdog wrote in 2022 that the agency's 2021 guidance "removed several safeguards" from sponsor screening, a finding from inside the department Becerra ran. CapRadio cites the 2024 report but not the 2022 one. The Center Square cites neither.

08
Why half true
The record supports a weakened vetting process. It doesn't support the reading the wording invites: that thousands of children were handed straight to sex traffickers. The inspector general reports document removed safeguards and missing checks, not releases to sex traffickers. "Dismantled" is also stronger than "removed several safeguards."

What each side gets right, and hides
Hilton is right that safeguards were removed and checks were missed. He leaves out that the reporting behind the attack, as CapRadio describes it and as the open part of the Times investigation shows, is about illegal child labor, and that the inspector general reports don't document releases to sex traffickers. Becerra called it "retread, Trump talking points" and said the first Trump administration left a broken system. He doesn't address his own inspector general's findings.

The question to ask
The inspector general found that in 22 percent of cases ORR did not make timely follow-up calls after release. How many children released in 2021 and 2022 ended up in exploitative work or trafficking, and has anyone in government counted?
| Figure | Value | Source |
|---|---|---|
| Case files missing documentation of one or more required sponsor safety checks (HHS OIG, early-2021 releases) | 16% | U.S. Department of Health and Human Services, Office of Inspector General |
| Cases without a timely post-release safety follow-up call (HHS OIG) | 22% | U.S. Department of Health and Human Services, Office of Inspector General |

Caveats and limits
Not verified
- We could read only the opening of the 2023 New York Times investigation, which is behind a paywall. Its other findings are described here as CapRadio reported them.
Caveats
- This report rates the two sentences quoted. Hilton's other lines in the same answer ("hundreds of thousands" still missing, "100,000" under 10, and the 479,000 figure) aren't rated here.
- Becerra led HHS from March 2021 to January 2025. The 2024 report's sample covers children released from March 1 to April 30, 2021; the Senate confirmed Becerra on March 18, 2021.
